In September 2025, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Commerce and the State Administration for Market Regulation jointly issued the Work Plan for Steady Growth of Iron and Steel Industry (2025-2026), proposing to actively promote the application of steel structure in residential buildings, public buildings, small and medium-span bridges and other fields, support the cooperation of steel production, steel structure processing, parts manufacturing, architectural design, construction, installation and decoration, and encourage local governments to build steel structure construction industrial parks and build digital supply chain trading service platforms.
This is the first time that the country has incorporated the promotion of steel structure into the special plan for steady growth of steel industry. Therefore, the steel structure industry has been upgraded from encouraging and guiding development to the core starting point of steady growth of steel, bringing major policy opportunities to steel structure special equipment manufacturing enterprises.
The policy releases three major development opportunities
First, the expansion of downstream demand will drive the incremental replacement of equipment
According to the goal of the 14th Five-Year Plan for the Development of Construction Industry of the Ministry of Housing and Urban-Rural Development, the proportion of prefabricated buildings in new buildings will reach more than 30% in 2025. Steel structure houses will be vigorously developed, and steel structures will be given priority to public buildings such as schools and hospitals. The continuous expansion of downstream steel structure processing capacity directly drives the new procurement of H-beam steel production lines, integrated assembly welding and straightening machines, welding robots, shot blasting machines, floor decking machines and other equipment and the demand for updating old equipment.
Second, intelligent manufacturing upgrading, with clear and clear technical route
The plan proposes to establish a standardized design and production system for prefabricated buildings, promote the intelligent transformation of production and construction links, and focus on tackling the core technologies of construction robots such as new sensing, intelligent control, multi-machine collaboration and man-machine collaboration. Encourage the construction of steel structure industrial parks and digital supply chain platforms at the national level; At the same time, Tangshan, Ma'anshan, Guangxi, Shanghai, Foshan and other places have successively introduced local landing policies. In the next 35 years, a large number of domestic steel structure processing plants will usher in a centralized equipment iteration cycle, and the intensive market dividend will accelerate.
